Chitrotpala Film City

चित्रोत्पला फिल्म सिटी और जनजातीय सांस्कृतिक सम्मेलन केन्द्र

A film city and a tribal and cultural convention centre at Tuta village. Chief Minister Vishnu Deo Sai laid the foundation on 24 January 2026. Culture and Tourism Minister Rajesh Agrawal was there, and he spoke. The project is the Chief Minister’s foundation, not a scheme the minister announced on his own.

The film city

What an official said will be built

PTI, the same evening, quoted an official on the film city: street, station and airport sets, a toy museum, a snow world, hotels, restaurants, a multiplex and an experience centre. The point, as the Chief Minister put it, is that local filmmakers get the technical facilities in one place, and that crews from outside the state can shoot in Raipur.

ANI’s release calls the first phase about 95 acres, created by Tarun Rathi and developed by Rajnandini Entertainment Ltd and Indradeep Infra Ltd, under the Union tourism ministry’s Special Assistance scheme. Variety describes it as positioned to be a fully equipped international film city. That “first in India” line is the promoters’ claim, carried by ANI. It is not a ranking this page treats as settled.

The convention centre

A hall for about 1,500

The same official told PTI the Tribal and Cultural Convention Centre would have a hall for about 1,500 people, plus meeting rooms, conference halls, a banquet, restaurants, guest rooms, a gym, a library, a swimming pool and an administrative block.

India Exposition Mart Limited and the Export Promotion Council for Handicrafts are in the plan. Their chairmen, Rakesh Kumar and Neeraj Khanna, are tied in the reports to an exhibition centre, a trade mart, a hotel, business showrooms and a helipad, meant for artisans, tribal communities, small firms and skilled workers. Those are roles described at the ceremony, not a list of finished buildings.

Proposals, not contracts

Four papers handed to the Chief Minister

PTI reported that after the ceremony the tourism department had four proposals, and that they were handed to the Chief Minister that day.

  1. 1Anil Sharma. Producer of Gadar. He proposed to make his next film at Chitrotpala.
  2. 2Rakesh Kumar. India Exposition Mart Limited. An international exhibition centre and trade mart at the convention centre.
  3. 3Neeraj Khanna. Export Promotion Council for Handicrafts. A handicrafts and gifts fair.
  4. 4Ashutosh Vajpayee. AT Films Hollywood. Hollywood films and streaming work at the city.

ANI and Variety also reported early talk that productions including Golmaal 5 might look at the site once it is working. That is discussion, reported from a release. No film is treated here as booked.

Already shot in the state

Why the official spoke of a film industry

The same PTI account listed work already filmed in Chhattisgarh, as the reason given for building a city rather than waiting for one: Newton, Jehanabad, Kaun Pravin Tambe?, The Great Indian Murder, and Gram Chikitsalaya. Rajesh Agrawal, quoted by Chhattisgarh Top News, said the state had in recent years become a place filmmakers choose, and that the day’s work was a base for its cultural, economic and creative future. He said there was a plan to finish the projects and dedicate them within two years.

The day was not only the start of a building. He called it a foundation for the state’s cultural, economic and creative future.

A later set of figures

At that press conference, Indian Masterminds reported two figures from the departmental account. They sit beside the January sanction and the Chief Minister’s phase-wise amounts.

Proposals drawn
₹203.53 crore
Film city and centre
About ₹350 crore

The November 2024 sanction came earlier. On the Chief Minister’s direction, Tourism Board managing director Vivek Acharya met Union Tourism Minister Gajendra Singh Shekhawat in New Delhi on 15 October 2024 with proposals worth ₹300 crore. PTI reported on 29 November 2024 that the Centre then cleared ₹147.66 crore.
